Will audit petroleum ministry where Reliance Industries Limited is involved, CAG note says
NEW DELHI: A day after the petroleum ministry cancelled the meeting between the officials of the RIL and the Comptroller and Auditor General, the auditor clarified that the provision of CAG's (DPC) Act gives it "the unfettered right of access to all records required for such audit and would override any conditions sought to be imposed on the audit process."
In a press note issued on the subject, CAG's office said that the October 31 meeting was scheduled by the petroleum ministry and not by the auditor or the auditee as the impression in some section. It said CAG Vinod Rai does not meet representatives of audited entities when their audit is in progress.
"It is the Petroleum ministry that had convened a meeting inviting the principal audit officer of CAG to discuss issues raised by RIL in connection with the ongoing audit," CAG said.
The note also said that CAG does not conduct performance audit of private operators, but it will do performance audit of the petroleum ministry where RIL's contract is involved and the company's performance in relation to the contract obligation automatically comes under review.
"This has been clarified to the Ministry on 26th October 2012 that CAG's audit would not be a performance audit of the operator and would be conducted on the same lines as done earlier," CAG note said.
It said the principal audit office of the CAG is in regular touch with the petroleum ministry to commence the audit at the earliest.
